Commissioner Gary Bettman Laying down the Law - Threatens NHL GM's

During the most recent general managers meeting alot of topics were discussed including officiating. But Bettman didn't discuss this topic instead threatened the 32 general managers around the League.
This comes from Hockey insider Allen Walsh,
"Heard the NHL's consistently horrible officiating and egregiously missed calls were a hot topic at Day 1 of the NHL GM's meeting today. The NHL kicked off the discussion by reminding GM's that anyone who publicly criticizes the officiating will be severely fined." #GarysWorld - Alan Walsh
This was apparently from Toronto Maple Leafs GM Kyle Dubas mocking the officiating during an interview. Bettman is shutting this down now before others add to it, but was this the way to go about it?
