Finland wins gold over Canada after controversial penalty - was this a penalty?

Today Finland won gold in the World Championships after defeating Canada 4-3 in Overtime, after Canada stormed back in the third period to tie the game.
Thomas Chabot was called for a hooking penalty that was clearly hooking, but one of the controversial things was Finnish forward Hannes Bjorninen didn't fall until after Chabot's stick was already clear, so it was not Chabot that caused him to fall, so Bjorninen should have received a diving call. But to make matters worse, Bjorninen grabs onto Chabot's legs on the way down and takes Chabot with him, but for some reason, only Chabot received a penalty.
Which we now know how this ends, Finland scores on the powerplay and takes the gold medal on home ice.
