BREAKING: NHL DoPS punishes Brad Marchand for his two-hand slash

In last nights game between the Boston Bruins and the Carolina Hurricanes, it got a little heated to say the least. We saw massive hits, we saw goalie injuries, and well, we saw Brad Marchand two-hand slashing a goalie.
The National Hockey League Department of Player Safety, felt this slash by Brad Marchand was worthy of a $5,000 fine which is the maximum allowed under the CBA.
I'd like to see the explanation behind it and why Pyotr Kochetkov didn't get one as well.
