More conflicting Evander Kane news - Is he signed?

According to TSN's Shawn Simpson the Edmonton Oilers have already signed Evander Kane.
"Sounds like Kane is already signed by Edmonton for 1.5 million pro rated. Technically he needs to be under contract before any suspension kicks in."
The only catch is the NHL is currently investigating Evander Kane and if he were signed and then suspended the Oilers would be on the hook for that entire contract against the salary cap.
"The other issue the Oilers run into. You won't register the contract now, and then find out he's suspended the rest of the year. That would be money and cap space that is totally wasted. Curious how long the league investigation will take?"
Clearly the situation is fluid as the NHL is going to take their time on this investigation to make sure they get the decision right.
