The IIHF clearly entered this year's World Juniors with the decision made that they'd have the worst possible officiating. In the first 2 days of the tournament we've already seen 2 terrible calls.
Today they decided to add a 3rd. During the 2nd period of today's game between Team USA and Team Slovakia a referee decided to issue a game misconduct to Team USA's Kenny Connors. The hit was delivered within a second of the puck leaving, but it did send the Slovakian player into the boards.
The referee closest to the plau didn't call a penalty, as you can see his arm never goes up. But the other official felt this was worthy of a game misconduct for boarding.
