Update on if fans can return to Leafs and Sens games

Ontario's Premier Doug Ford is scheduled to appear at a news conference this morning at 11:30 to make announcements about the lifting of restrictions in the province of Ontario.
One of the changes expected to be announced is the reopening of in person dining within the province. According to Senators beat reporter Bruce Garrioch there isn't expected to be any good news for the Toronto Maple Leafs or Ottawa Senators.
Garrioch tweeted out the following tweet this morning:
Anything can change before Premier Doug Ford appears at 11:30 but it doesn't sound like there will be any lifting of capacity limits in Ontario for the NHL, OHL and AHL. That means games will continued to be played in empty rinks. #Sens #Leafs #OHL #AHL
The NHL announced yesterday the rescheduling of most of the missed games and this announcement or lack thereof will likely come as a disappointment to teams, fans and the leagues alike.
The NHL recently announced they'll be relaxing their testing policies for asymptomatic players and they obviously hoped the provinces would follow suit. The more games played in front of no fans is definitely going to impact the repayment of escrow and is likely to have an immediate impact on the expected rise of the salary cap.
Update: February 21st is the earliest fans will be allowed to return at 50% capacity. Full capacity potentially March 14th.
