REPORT: NHL Player Safety will definitely be looking into this play during Leafs/Flyers game

Yesterday the Toronto Maple Leafs hosted the Philadelphia Flyers in what turned out to be a 4-3 win for the Maple Leafs.
During the game, we saw one play where the young forward for the Flyers, Owen Tippet was skating the puck into the Maple Leafs zone, and Timothy Liljegren Crosschecks him right in the head, taking him out.
Liljegren was only issued a 2 minute minor for interference, which isn't the correct call at all.
1. It's definitely a head contact play.
2. Tippet had the puck, how can it be interference?
WIll Liljegren receive a fine or suspension for the play?
