Fleury was the goalie for the majority of the years for the Penguins during the Crosby/Ovechkin, Pittsburgh/Washington rivalry and despite not being on the team, is still considered one of the most loved goaltenders by Pittsburgh fans, who would happily take him back on the team in a heartbeat.
The Capitals have been having an issue with goaltending this year. Do to injuries and COVID, they have went through 4 goalies, all of which have shown inconsistencies in their play.
Fleury being on the final year of his contract with the Blackhawks is most likely to get moved at the deadline, which the Capitals apparently were strongly trying to get ahold of him to fix the goaltending troubles, but apparently Fleury was having none of it.
