Controversy sparked though when the playoffs began for them to defend their Stanley Cup title, and Kucherov was completely healthy and ended up leading the playoffs in points en route to taking home the Tampa Bay Lightning's second straight Stanley Cup.
What the issue was here was the Tampa Bay Lightning were up against the Salary Cap and couldn't afford to take Kucherov off LTIR, until the playoffs began, due to their being no salary cap in the playoffs. The Bolts ended up being $18 million over the cap during the playoffs, and it led to a lot of criticism, which Kucherov openly mocked:

Now the Boston Bruins are in the same dilemma as they currently have Taylor Hall on LTIR, who is apparently healthy and ready to go, but the Bruins cannot take him off of LTIR due do to not having the cap space.
Dreger here: "Sources say that he [Hall] feels that he is ready. The problem is the Bruins don't have the cap space to activate Taylor Hall." https://t.co/TvyOgNDQnW Scott McLaughlin (@smclaughlin9) March 28, 2023
Hall is having a fairly good season, providing some secondary scoring for the Bruins. He currently has 16 goals and 36 points in 58 games, and will be very valuable come playoff time.
