NHL Referee gives RIDICULOUS answer as to why Penalty wasn't called - NHL needs to change this rule!

One of the best things about our game is the realism and while people may not always agree with the calls on the ice, the way things are referee'd is what makes our game enjoyable.
Humans make errors, and you can only call what you see, but i've never heard this kind of explanation given before.
Last night the Colorado Avalanche and Dallas Stars faced off and during the play around the net, Mason Marchment high-sticks Avalanche defenceman Josh Manson in the face, who immediately fell to the ice in pain.
Normally this is an immediate penalty but apparently the high stick was missed. The referee skated to center ice and had this explanation to give as to why no penalty was called:
The play was killed due to an injury. There is no injury, no penalty.
This definitely left Avalanche fans pissed and confused. But due to the rules, since there was no penalty called on the play, and because a player was not injured, they could not review and issue a penalty after.
